"Prohibit political subdivisions from enacting ordinances which have the effect of imposing rent controls on private property" - This bill states a local government shall not have the power to enact or enforce any ordinance which would have the effect of imposing rent controls on private property.

"Senators, LB 266 is an attempt to prevent the State of Nebraska from falling into the mistake of other states and cities with rent control. When enacted elsewhere rent control is a failed attempt to increase the supply of affordable housing; whenever enacted in states, cities and other countries rent control had the opposite effect and shelter costs increased. Economic study after economic study has shown this to be true. Rent control has consistently produced 4 negative effects: 1) Rent increases for dwellings not subject to rent control 2) Tenants in controlled buildings suffer as maintenance of these buildings is reduced leading to decreased quality of housing 3) overall supply of rental housing is reduced by landlords shifting to owner occupied housing and a marked decrease in new residential rental construction and 4) lower mobility results in misallocation of resources and less adaptable response to shits in the labor market. Senators, please vote in favor of LB 266 to ensure a more promising future for Nebraska’s housing market. Thank you."
